建立区域科技发展指数、区域社会发展指数;在此基础上,建构区域科技与社会协调发展指数模型,对全国科技与社会发展进行了比较分析,并选择北京进行了区域科技与社会协调发展的实证分析。结果显示:北京科技发展指数在全国30个省市区排名第1位。从社会综合发展及其因子变化情况看,生态环境是北京社会发展综合实力的第一因子,这说明北京市目前的社会发展,环境质量对其有着最深远的影响;生活质量是社会发展综合实力的第二因子,这要求政府更为关注民生发展;经济发展是社会发展综合实力的第三因子,政府应更好地协调好经济、社会、生态的关系;社会安定和人口素质是社会发展综合实力的第四、第五因子,注意均衡发展。本文对1996-2013年北京科技与社会发展协调度进行了分析。1996年以来北京市科技与社会发展协调状况总体维持高级协调的状态,科技和社会的发展水平基本以相同的步调增长。但1996—2013年期间,协调度经历了由高级协调向中级协调最后再向高级的发展过程。分析了北京市科技与社会协调发展出现波动的原因,提出促进北京科技与社会协调发展的政策建议。
On the basis of this, a model for index of coordinated development of science and technology and social development in the region was set up, and a comparative analysis was made on the development of science and technology and social development across the country. Beijing was selected to conduct empirical studies on the coordinated development of science and technology and society in the region analysis. The results show that: Beijing Science and Technology Development Index in the country’s 30 provinces ranked first. Judging from the comprehensive development of the society and the changes of its factors, the ecological environment is the first factor in the overall strength of social development in Beijing. This shows that the current social development in Beijing has the most profound impact on the quality of its environment. The quality of life is the overall strength of social development Which requires the government to pay more attention to the development of people’s livelihood. Economic development is the third factor in the overall strength of social development. The government should better coordinate economic, social and ecological relations. Social stability and population quality are the key factors of social development. Strength of the fourth, fifth factor, pay attention to the balanced development. This article analyzes the coordination of science and technology and social development in Beijing from 1996 to 2013. Since 1996, the overall coordination of science and technology and social development in Beijing has maintained a high level of coordination. The development level of science and technology and society has basically increased at the same pace. However, during the period 1996-2013, the degree of coordination went through a high-level development process from high-level coordination to middle-level coordination. Analyzes the reasons for the fluctuation of coordinated development of science and technology and society in Beijing, and puts forward some policy suggestions to promote the coordinated development of science and technology and society in Beijing.
