中国(上海)自由贸易区设立后,根据《总体方案》以及交通部联合上海市政府所发布的推进上海国际航运中心的实施意见,航运业在中资外籍船沿海捎带业务方面以及远洋运输服务外资比例方面有较大幅度的开放,从而更好地实现设立上海自由贸易区的经济目标,推动上海国际航运中心的发展。但是,上海自由贸易区毕竟是一个新生事物,其相关法律制度还有待完善。因此建议扩大中资外籍船沿海捎带业务的适用范围和规范其法律适用,给予中资外籍船的关税待遇优惠,并重视自由贸易区航运安全。
