我国有着悠久的航海历史,但海上立法却相对落后。《海商法》的出台经历了很长时间,具有先进性、国际性、实用性和可操作性。目前,由于情势变迁和《海商法》自身的不足,《海商法》有适当修改的必要性,但在与国际接轨和进入立法程序方面有很长的路要走。 Our country has a long history of navigation, but maritime legislation is relatively backward.
