长期以来,我国公务员实行的是终身制,即一经录用,如无其他特殊情况,公务员就成为其终身职业。公务员聘任制的引入和施行,对于打破公务员终身制、增强公务员队伍的活力和营建良性竞争的氛围有着重要意义,政府根据工作的需要,以聘用合同的形式从社会上聘用某些专门人员从事政府内部的专门工作。目前对部分公务员职位实行聘任制,是我国公务员制度的发展和创新。
