智能水网工程包括由各类水流调控基础设施组成的水物理网建设,符合智能化技术特征趋势的水信息网建设以及以体制机制建设和调控决策形成实现体系为主要内容的水管理网建设,是治水实践工作的集成性平台和综合载体。目前智能水网在工程建设思路方面仍存在争议,但智能水网代表着水务管理的未来发展趋势,正逐步受到重视。本文在水网和水网工程概念辨析的基础上,阐释了水网智能化的概念,积极探索了我国智能水网工程的建设思路,提出了建设智能水网拟解决的科学问题和亟需掌握的核心技术。
