提出了一种发电侧电力市场交易模型,以效率优先为原则,考虑机组发电成本差异,包括基数电力合同、长期交易合同和现货市场交易。基数合同电价以同类机组的平均成本定价,长期交易合同电价按照同类机组的平均固定成本和最小变动成本定价。在现货交易中,对发电机组的报价结合环保、可靠性等因素进行综合排序,在此基础上用优先顺序法分配各发电机组负荷,形成结算电价。算例表明,该交易模型有利于解决历史原因造成的机组容量成本差异,实现发电侧电力市场由政府定价向市场竞价的平稳过渡,同时可激励发电企业提高效率。
A power market transaction model for power generation is proposed. Taking the efficiency priority as the principle, the generation cost differences among generators are considered, including base power contracts, long-term transaction contracts and spot market transactions. The base contract price is priced at the average cost of similar units and the price of the long-term contract is priced at the average fixed cost and minimum variable cost of similar units. In the spot transaction, the quotation of the generator set integrates environmental protection, reliability and other factors. On this basis, the load of each generator set is distributed by the prioritized method to form the settlement price. The example shows that the transaction model is helpful to solve the difference of unit capacity cost caused by historical reasons and achieve a smooth transition from government pricing to market bidding in power generation side and to encourage power generation enterprises to improve efficiency.
