社会主义新农村建设必须在城乡统筹规划的框架下有序的推进,社会主义新农村建设是新阶段中央做出的一项重大战略部署,不仅是解决“三农”问题,改变农村面貌的根本性措施,也是实现国民经济平稳较快增长的重要支柱,更是全面建设小康社会的必然要求。农村村庄布局的调整是社会主义新农村建设的一项基础性工作。村庄布局调整以不同的空间模式分析为基础,尝试找出村庄布局发展中存在的不同问题和不同机制,以利于保护农村居民点发展特色,避免改造模式单一化导致的资源浪费,资金不足,社会矛盾加剧等问题。该文以河南省R县为例探讨县域村庄布局现状中存在的问题,提出县域村庄布局规划调整的策略和对策。 The construction of a new socialist countryside must be promoted in an orderly manner under the overall planning of urban and rural areas.
