创新活动非线性、分散和网络化等新兴趋势和现象的出现,给传统的创新效率评价提出了新的挑战。为了更好地适应创新模式多样化趋势下的创新效率评价,一个基于“研发—转化”解耦视角的创新效率评价模型被提出。该模型尝试将被评价单元的创新效率分解到两个维度和四个象限,从而可以更加清晰地呈现不同的创新模式和升级路径。理论和实证分析显示:基于“研发—转化”解耦视角的评价模型可以更为准确地区分“研发效率”、“转化效率”与“创新效率”之间的联系与区别,更好地解构和重构创新效率的评价,从而对“无研发创新”和“研发活动网络化”等现象进行更为精确地刻画。
The emergence of emerging trends and phenomena such as nonlinearity, decentralization and networking of innovative activities poses new challenges to the traditional evaluation of innovation efficiency. In order to better adapt to the innovation efficiency evaluation under the trend of diversification of innovation mode, an innovation efficiency evaluation model based on the “R & D - Transformation ” decoupling perspective was proposed. The model attempts to decompose the efficiency of the evaluation unit into two dimensions and four quadrants so that different innovation modes and upgrade paths can be presented more clearly. The theoretical and empirical analysis show that the evaluation model based on the “R & D-transformation” decoupling perspective can more accurately distinguish the relationship between “R & D efficiency”, “transformation efficiency” and “innovation efficiency” And distinguish, better deconstruct and rebuild the evaluation of the efficiency of innovation, so as to more accurately describe phenomena such as “no R & D innovation” and “network of R & D activities”.
