通过对近20年的中外文献研究发现,国外预防性保护已逐步形成体系;而国内的研究起步较晚,尚处于探索阶段,预防性保护理念理解和实践应用都有待进一步提高。通过比较国内外的研究现状,指出预防性保护在我国推广的必要性,并探讨了具体的实施意见。 Through the research on Chinese and foreign literatures about nearly 20 years, it has been found that the preventive protection in foreign countries has gradually formed a system. However, the research in China started late and is still in the exploratory stage. The understanding and practical application of preventive protection needs to be further improved. By comparing the research status at home and abroad, the necessity of promoting preventive protection in our country is pointed out and the specific implementation suggestions are discussed.
