为把握桥区水域通航安全现状,采取针对性措施降低通航安全风险,需要对通航安全风险现状进行跟踪评价。基于桥区水域通航安全风险系统、加重和减轻事故后果的风险致因体系,建立桥区水域通航安全风险评价模型。提出2-范数法组合赋权方法,并利用其处理主客观赋权法的差异信息,提出基于多元联系数的一致性检验方法进行权重的SPA一致性检验。最后利用所提出的桥区水域通航安全风险评价模型,对10个典型桥区水域通航安全风险进行评价。结果表明,所提出的模型能够合理地反映各桥区的通航安全风险,可以依据评价结果对各桥区进行分类管理,采取针对性措施降低通航安全风险。
In order to grasp the status quo of navigational navigation in Qiaoxia waters and take targeted measures to reduce navigational safety risks, the status quo of navigational safety risks needs to be tracked and appraised. Based on the navigational safety risk system of the bridge area waterways, the risk inducing system of aggravating and mitigating the consequence of the accident, a navigational safety risk assessment model of the water area of the bridge area is established. A 2-norm combination weighting method is proposed, and the difference information of the subjective and objective weighting methods is used to deal with the consistency test of weights based on the consistency test method of multiple numbers. Finally, using the proposed risk assessment model of navigable navigation in the bridge area, the safety risk of navigable navigation in 10 typical bridges is evaluated. The results show that the proposed model can reasonably reflect the navigational safety risk in each bridge area, and can be classified and managed according to the evaluation results, and targeted measures can be taken to reduce the navigational safety risk.
