In this paper, by constructing a measurement model of the lock-in of factor allocation in the process of opening up the economy, this paper empirically analyzes the deviation of industrial structure during the resource restructuring under open conditions from 1992 to 2006, and quantitatively examines the impact of lock-in on the deviation of industrial structure. The results show that the expansion of international trade and the introduction of foreign direct investment have the special role of resource allocation. On the one hand, the performance of resource-intensive and labor-intensive industries under open conditions is continuously strengthened by the use and accumulation of primary factor resources. On the other hand, The performance in terms of capital-intensive industries still depends mainly on the growth of investment in low-level production factors.
