第一章 总则 第一条 为了规范土地登记行为,加强土地管理,保护土地所有者和使用者的合法权益,根据《中华人民共和国土地管理法》、《中华人民共和国城市房地产管理法》等法律、法规,结合本省实际,制定本条例。 第二条 土地登记是县级以上人民政府依法确定或者认可土地所有者、使用者拥有土地所有权和使用权的活动。 土地登记包括初始土地登记和变更土地登记。初始土地登记是指在一定时间对辖区内全部土地或者特定区域的土地进行的普遍登记。变更土地登记是指在初始土地登记完成后,对发生变化的土地权利进行的设定登记、更改登记或者注销登记。
Chapter I General Provisions Article 1 In order to regulate the registration of land and strengthen land management and protect the legitimate rights and interests of landowners and users, according to the Law of the People’s Republic of China on Land Administration and the Law of the People’s Republic of China on Urban Real Estate Management, Regulations, combined with the actual province, the enactment of this Ordinance. Article 2 Land registration is the activity of the people’s government at or above the county level to determine or approve landowners and users owning land ownership and use rights according to law. Land registration includes initial land registration and change of land registration. Initial land registration refers to the general registration of all the land within a certain area or the land of a specific area within a certain period of time. Change of land registration refers to the initial land registration is completed, the change of land rights to set the registration, change the registration or cancellation of registration.
