目的为客观的了解城市社区卫生服务现状,有效的评价城市居民对社区卫生服务机构的满意度情况,对自制城市社区卫生服务满意度评价指标体系进行权重分析。方法分别采用文献法、Delphi专家咨询法和层次分析法进行权重分析,建立一套适宜现行社区卫生服务模式的效果效益评价体系。结果经过两轮专家咨询,显示专家积极性和权威程度较高,两轮咨询专家意见的协调性好。各一级指标的规范化权重向量分别为0.054 9、0.422 6、0.141 2、0.257 1、0.120 1。结论指标体系权重判断矩阵具有较好的一致性,权重系数合乎逻辑,能够真实反应居民对城市社区卫生服务的满意度情况,为推进城市社区卫生服务的健康发展和政府的卫生决策提供科学方法和理论依据。 Objective To objectively understand the current situation of urban community health services, effectively evaluate the satisfaction of urban residents with community health service agencies, and conduct a weight analysis on the evaluation index system of the satisfaction of home-based urban community health services. Methods We use literature method, Delphi expert consultation method and analytic hierarchy process to analyze the weight, and establish a set of evaluation system of effect and benefit suitable for the current community health service model. Results After two rounds of expert consultation, experts showed a higher degree of initiative and authority, and the coordination between two consultants was good. Conclusion The weight matrix of index system has a good consistency, the weight coefficient is logical, which can truly reflect the residents’ satisfaction with urban community health services, and provide scientific methods and measures to promote the healthy development of urban community health services and government health decisions.
