由于降水在时间、空间上的分布不均,加之汇流范围内的地质特征及水文特征等的不同,很难利用现有的水文监测点完整、准确的预报出流域内某一特定断面的洪水过程,无法给指导防汛调度提供有力的水情信息。因此,需要寻求一种简明、快速、适用范围较广泛的洪水预报方法,并利用洪水预报结果进行洪水调度,从而最大限度的减轻洪水所带来的灾害。
