“城中村”改造中常见的安置补偿方式产权置换、货币补偿等,虽然在短时间内能够给予较多补偿,但在长期稳定地保障失地村民生产生活方面存在一定弊端。为此,一些城市开始探索新的安置补偿方式——为村集体保留产业用地。作为一种新生事物,必然存在着有待完善的地方。为深入研究这种安置方式实施情况,本文在对多个城市保留产业用地政策对比分析的基础上,以武汉市为例,对烽火村和白桥村保留产业用地政策实施效果进行调研。分析后发现,武汉市保留产业用地政策在留地比例、供地方式、用地选址落实和土地流转收益分配上存在着一些问题。为此,需要多管齐下完善这一政策。相关政策启示包括:深化征地制度改革、完善相关及配套法律法规、有选择性地推行保留产业用地政策和调整留用地收益分配方式等。
“Village in the city ” Common resettlement compensation method In the transformation of property rights replacement, monetary compensation, although more compensation can be given in a short period of time, but there are some shortcomings in the long-term and stable protection of production and living of landless villagers. To this end, some cities began to explore new ways of resettlement - to retain industrial land for the village collective. As a new thing, there is bound to be perfect. In order to further study the implementation of this resettlement mode, based on the comparative analysis of the policy of retaining industrial land in several cities, taking Wuhan as an example, this paper investigates the implementation effect of the policies of retaining industrial land in Fenghuo Village and Baqiao Village. After the analysis, it is found that there are some problems in Wuhan’s reservation of industrial land use policy in respect of the proportion of reserved plots, the mode of land supply, the implementation of site selection and the distribution of proceeds from land transfer. To this end, we need to improve this policy in a multi-pronged approach. Relevant policy enlightenment includes: deepening the reform of land requisition system, perfecting related and supporting laws and regulations, selectively implementing the policy of reserving industrial land and adjusting the distribution of income for reserved land.
