结合党的十五大会议精神，联系民族地区实际，指出只有以邓小平理论为指导，坚持解放思想、实事求是原则，坚持“三个有利于”的标准，才能全面促进民族地区各项事业的发展。
Combining the spirit of the 15th National Congress of the CPC with the reality of ethnic regions, we point out that we can comprehensively promote the development of various undertakings in ethnic minority areas only under the guidance of Deng Xiaoping Theory and the principle of emancipating the mind and seeking truth from facts and uphold the “three favorable” standards.
