从近几年我国所大力开展的反腐倡廉工作中发现,所出现的腐败问题主要是由于制度缺失所导致的“制度性腐败”问题。此种类型的腐败问题常常是披着一层合法的外衣,由此也就导致反腐工作的顺利开展受到了极大的阻碍,特别是采取传统的预防腐败措施难以起到良好的反腐效果。而若是能够在行政管理工作中应用以新的管理方法与管理理念,则相应的“制度性腐败”问题也便能够迎刃而解。对此,本文将就平衡记分卡在行政管理部门日常管理工作当中的应用来展开具体的分析与探讨。
From the anti-corruption work advocated by our country in recent years, we found that the corruption problem that emerged was mainly due to the “institutional corruption” caused by the absence of the system. This type of corruption is often draped in a legal coat, which has greatly hindered the smooth progress of the anti-corruption work. In particular, the traditional anti-corruption measures can hardly play a good anti-corruption effect. However, if we can apply the new management methods and management concepts in administrative work, the corresponding problem of “institutional corruption” can be solved easily. In this regard, this article will conduct a detailed analysis and discussion on the application of balanced scorecard in the daily management of administrative departments.
