2004年,国务院审议通过《国家高速公路网规划》,这一战略性规划的实施再次掀起了我国公路建设的高潮。国家高速公路网全部建成预计历时30年,静态投资将达到2万亿元。“十一五”,国家公路网建设迎来战略实施期,交通部部长李盛霖指出,“十一五”期间,交通部将着力组织实施国家高速公路网规划,至2010年,新建高速公路2．4万km以上,高速公路总里程将达到6．5万km。此外,农村公路建设也是“十一五”工作的重点,“十一五”期间,我国将实施农村公路“五年千亿元建设工程”,县乡公路将增加30多万公里,新改建农村公路将达120万km。
In 2004, the State Council reviewed and approved the “National Highway Network Planning”. The implementation of this strategic plan has once again set off the climax of China’s highway construction. During the “11th Five-Year Plan” period, the construction of the national highway network ushered in the strategic implementation period. Li Shenglin, Minister of Communications, pointed out that during the “Eleventh Five-year Plan”, the Ministry of Communications will focus on organizing the implementation of the national highway network plan and by 2010 it will build a new expressway. 40,000 km or more, the total mileage of the highway will reach 65,000 km. In addition, the construction of rural roads is also the focus of the 11th Five-Year Plan. During the 11th Five-Year Plan period, China will implement the “five-year construction project of hundreds of billions yuan” of rural roads, and the number of highways in rural areas will increase by more than 300,000 kilometers. The road will reach 1.2 million km.
