1987年4月,《上海市青少年保护条例》诞生,至今已有三十年的历程。这部地方条例是新中国首部关于未成年人权益保护和犯罪预防的专门性地方法规,对于上海市未成年人权益保护机制建设和保护体系建设起到了引导作用,开启了中央和各省市通过专门立法保护未成年人权益的先河,对上海乃至大陆未成年人权益保护都起到了巨大的引领价值和标杆作用。三十年来,上海市未成年人保护立法对于我们国家的未成年人权益保护工作起到了重要的引领价值:条例中关于家庭保护、社会保护、政府保护等保护体系已经为中央层面立法和其他省市立法所吸收 April 1987, “Shanghai Youth Protection Ordinance” was born, has been 30 years of history.
