近期国家密集出台了以《促进科技成果转化法修正案》为代表的一系列政策,这些激励制度设计是否和科研人员的意愿基本一致?一系列的激励措施能否奏效?实证研究发现:首先,科研骨干人员对成果转化的关注度高但对知识产权的认知度低;其次,他们在成果转化上对企业有较强的期望和依赖,引导科研人员创业的激励政策将难以奏效;再次,股权和现金激励的落实是新法实施的关键;最后,隐性因素是我国科技成果转化的主要障碍。总之,科技中介队伍培育、现金和股权激励的落实、各种隐性障碍的破除,将是新的法律和政策实施的要点和难点。
