知识资本是指一个地区产生新想法并将这些想法转化为商业价值的能力。研发活动中的投资是衡量在开发新技术、软件和思想从而对现存知识基础进行扩展方面所做出的努力的关键指标。这些研发指标根据两大参与者——企业和政府分为两类。因此,我们用研发支出作为衡量一个经济体发展知识水平并将其转化到高附加值经济产出能力的指标。另外,作为知识经济活动的中间产出,专利数量反映了知识经济中将想法付诸实施的手段,因此也作为我们衡量知识资本
Intellectual capital is the ability of a region to generate new ideas and translate those ideas into business value. Investment in R & D activities is a key measure of the efforts made to develop new technologies, software and ideas to expand the existing knowledge base. These R & D indicators fall into two categories based on two players, the business and the government. Therefore, we use R & D expenditures as an indicator of an economy’s level of knowledge development and its conversion to higher value-added economic output. In addition, as an intermediate output of knowledge-based economy, the number of patents reflects the means by which ideas are put into practice in the knowledge-based economy and therefore also serves as a measure of the intellectual capital
