评价医疗卫生服务绩效是卫生事业发展的重点和难点问题。医疗质量和费用是评价医疗卫生服务绩效的两大基本维度。要解决质量和费用的权衡问题,需要一个清晰的概念框架帮助政策制定者实现降低费用、提高质量的最终目标。本研究首先对医疗质量和费用的内涵进行了界定,然后根据Donabedian模型探讨了医疗质量对费用的影响,在此基础上绘制了质量影响费用的概念框架,为以后的科学研究奠定了基础。 Evaluation of the performance of health care services is the development of health priorities and difficulties. Medical quality and cost are two basic dimensions to evaluate the performance of health service. Addressing the tradeoff between quality and cost requires a clear conceptual framework to help policymakers achieve their ultimate goal of reducing costs and improving quality. This study first defines the connotation of medical quality and cost, and then explores the impact of medical quality on costs according to the Donabedian model. On this basis, it draws a conceptual framework of quality impact costs, which lays the foundation for future scientific research.
