中国经济区纵向同质性划分为东、中、西“三大部,”实施梯度推移的非均衡发展战略。在东部地区加快对外开放、全国经济发展取得巨大成就的同时,也带来了日益严重的地区差距问题。本文提出将现有经济区改为横向集聚性划分,构建以珠三角、长三角和环渤海三大城市群增长极为龙头和引擎,辐射带动广大中西部经济腹地的泛珠三角、泛长三角和大环渤海“三大块”新的区域,以“形成促进区域经济协调发展的机制,”实现统筹区域发展的目标。
The vertical homogeneity of China’s economic zone is divided into three major parts: East, Central and West. It implements a non-balanced development strategy with a gradient of progress. While opening up to the outside world in the eastern part of the country and making tremendous achievements in the country’s economic development, it has also brought about the increasingly serious problem of regional disparities. This paper proposes that the existing economic zone be changed into a horizontal agglomeration, and a Pan-Yangtze River Delta, Pan-Yangtze River Delta and Pan-Yangtze River Delta regions should be established in order to drive the growth of the three major urban agglomerations in the Pearl River Delta, Yangtze River Delta and Bohai Rim. The new area of the “Big Three” in the Bohai Rim of the Grand Central will be “the formation of a mechanism to promote the coordinated development of regional economy,” and achieve the goal of coordinating regional development.
