全球市场对离岸服务需求的迅速增长为发展中国家嵌入全球服务供给网络,并以此促进本国服务出口提供了重要契机。文章从ICT基础设施的角度解释各国离岸服务出口表现的差异。在测算美国服务工序离岸化程度的基础上,检验出口国ICT基础设施水平对其与美国双边离岸服务贸易的影响。结果表明,在给定其他条件的情况下,一国倾向于从那些ICT基础设施更完善的国家进口更多服务中间品,且该实证结果是稳健的。隐含的政策启示是,加大ICT基础设施建设力度,并在保证安全的前提下适度放宽网络管制对我国离岸服务出口增长具有显著的促进作用。
The rapid growth of demand for offshore services in the global market has provided an important opportunity for developing countries to embed the global service supply network and thereby promote the export of their services. The article explains the differences in the performance of offshore service exports from the perspective of ICT infrastructure. On the basis of measuring the extent of offshore service operations in the United States, we examine the impact of ICT infrastructure in exporting countries on bilateral offshore service trade with the United States. The results show that, given other conditions, a country tends to import more service intermediate from countries with better ICT infrastructures, and the empirical result is robust. The implied policy implication is that increasing the intensity of ICT infrastructure construction and moderately relaxing the network control on the premise of ensuring safety have a significant promotion effect on the growth of China’s offshore service exports.
