制定和推行相关国际标准以确保高质量的图书馆及信息服务是国际图联(IFLA)的一项重要工作。然而在西方话语体系和西方专业语境主导下形成的IFLA标准,在以中国为代表的非西方区域中的适用性如何,是一个有待更多学术探讨的问题。论文以2015年修订通过的第二版《IFLA学校图书馆指南》为例,对这一问题进行初步研究。笔者采用问卷调查法及访谈法,对中国广东8所中小学图书馆进行了调查。调查发现,《指南》总体适用性不高;适用性差异主要发生在中学馆和小学馆之间,其他因素如学校类型、城市、外部资源界入与否等,并未产生显著影响;《指南》更适用中学馆及未来指导;《指南》所认定的普适性价值并不必然被普遍认同或认知;不同类型的建议有着不同的适用情况。论文最后还为进一步的研究提出建议。
The development and implementation of relevant international standards to ensure high-quality library and information services is an important part of IFLA. However, the applicability of the IFLA standard formed under the guidance of the Western discourse system and the Western professional context to non-Western regions represented by China is an issue that needs further academic study. The essay takes the second edition of the “IFLA Guide to School Libraries” as revised in 2015 as an example to conduct a preliminary study on this issue. The author uses questionnaire survey and interview method to investigate 8 primary and secondary school libraries in Guangdong province of China. The survey found that the “Guidebook” is not generally suitable for applicability. Differences in applicability mainly occur between secondary and primary schools. Other factors such as the type of school, the city or the involvement of external resources have not had any significant impact. "The School Museum and future guidance are more applicable; the universal value identified in the Guide does not necessarily have to be universally recognized or recognized; different types of advice have different applications. Finally, the thesis also puts forward suggestions for further research.
