缺乏清晰合理的运营模式,成为制约CCS在中国推广的极大障碍。本文设计了CCS的商业化推广模型,并针对系统中电站、CO2运输者、CO2使用者和存储地的经济特性构建了Agent模型。对该模型运用Matlab软件进行了系统仿真。结果说明,在制度逐渐完善的过程中,CCS能够按照商业运行规则建立独立的产业系统。在系统初期,政府资金的介入对CCS的推广至关重要,随着市场化程度的提高,公众投资逐步进入该产业。而电力企业的采集系数和政府补助,则成为保持该系统稳定性的关键因素。
The lack of a clear and reasonable mode of operation has become a major obstacle to the promotion of CCS in China. This paper designs a commercial promotion model of CCS and builds an agent model for the economic characteristics of power plants, CO2 carriers, CO2 users and storage sites in the system. The model was simulated by Matlab software. The result shows that in the gradual improvement of the system, CCS can establish an independent industrial system according to the rules of commercial operation. In the initial stage of the system, the government funds intervention is essential for the promotion of CCS. As the degree of marketization increases, public investment gradually enters the industry. However, the collection coefficient and government subsidy of power enterprises are the key factors to maintain the stability of the system.
