高校基层团干部是高校基层团支部领导核心,对他们的管理和培养是提升高校基层团组织工作效能的关键。由二级学院主导的基层团干部管理和培养由于受到选拔方式、时间、人力、以及缺乏具体培养举措等因素的制约,该项工作面临种种现实困境。然而,加强高校基层团干部的管理与培养具有现实的迫切性。二级学院思想上高度重视、出台配套制度;打造全方位、宽领域的课程体系和导师团队;以提升团日活动质量为抓手,促进基层团干部工作能力培养;以阅读和撰写心得形式促进基层团干部文化素养和自我教育能力;建立基层团干部常规管理制度和构建多维度考核评价体系等措施可以在基层团干部管理和培养上做一些可行的探索。
The grassroots cadres in colleges and universities are the core of the leading cadres at the grassroots level in colleges and universities. The management and training of them is the key to enhancing the work efficiency of the grassroots organizations in colleges and universities. The management and training of cadres at the grassroots level led by the second-level colleges are faced with various realities due to the constraints of such factors as the selection methods, time, manpower, and the lack of specific training initiatives. However, there is a realistic urgency to strengthen the management and training of grassroots cadres in colleges and universities. Second-level college attaches great importance to ideology, the introduction of supporting system; to create a full range of wide area curriculum system and mentor team; to enhance the quality of group activities as the starting point to promote grassroots cadres ability to work; to read and compose the form of experience to promote The grassroots cadres’ cultural attainment and self-education ability; establishing grass-roots cadres routine management system and building multi-dimensional assessment system can do some feasible exploration and management of grassroots cadres.
