目前,我国城镇化率已经达到50%以上,城镇化率继续保持增长,城镇基层管理问题日益成为焦点话题。基层干部是城镇中最底层管理者,但其紧密联系人民群众,责任重大,在城镇化进程中具有至关重要的作用。在城镇化率持续保持增长的情况之下,基层干部执政方式必须转变,才能达到城镇化率提高的需求,才能满足基层的民主政治、经济模式、公共基础、干部建设等要素的可持续发展的转变。
At present, the rate of urbanization in our country has reached over 50%, the rate of urbanization has continued to grow, and the issue of grassroots management in cities and towns has increasingly become the focus of attention. Grass-roots cadres are the lowest-level managers in urban areas. However, their close contact with the people and their heavy responsibilities have a crucial role to play in urbanization. Under the condition of sustained growth of urbanization rate, the grass-roots cadres must change their way of governing so as to meet the demand of increasing urbanization rate in order to meet the sustainable development of democratic politics, economic model, public foundation and cadre-building at the grassroots level change.
