天津市政府决定自2000年10月在所辖一个区率先实施农村税费改革试点。改革后天津市12个区县农民总负担1.26亿元,比改革前同口径负担2.04亿元减少0.74亿元,减负36%。个别区县减负达63%。同时农村税费改革对规范农村税费制度,理顺农村公共分配关系,巩固农村基层政权,促进农村经济健康发展和社会长期稳定也起到了积极的作用。但在税费改革实践中也遇到了很多问题,极大地制约着税费改革的深入发展,如何认清并努力解决这些问题,将农村税费改革引向深入,确
