海外电力项目管理必须以合同为基础,但合同并不能约定所有的具体操作,业主处于对自身利益的考虑,经常会依据约定不明确的合同条款提出各种特殊要求,给项目管理带来很大的难度。本文以越南沿海一期火力发电厂项目为例,通过对设计、采购、施工管理过程中遇到的典型案例的分析,探讨海外电力工程项目管理中典型问题的应对措施。
