民营企业人力资源管理与开发中存在的问题与对策

民营经济已成为国民经济的重要组成部分,在促进经济发展、创新科技、满足就业等方面起着重要作用。但作为民营经济主体的民营企业特别是中小型民营企业在人力资源管理与开发方面存在着缺乏正确的用人观念、组织结构不明晰、人才观念模糊、薪酬管理和绩效考核不健全、职工培训体系不系统等问题,严重影响了民营企业的健康发展。这些问题的产生有宏观环境方面的原因,更多地是源自民营企业内部,特别是企业家的素质与意识。从企业本身入手,应着重提高民营企业家的素质,完善组织结构,健全绩效考核、员工培训与薪酬管理三大体系,从而提高民营企业人力资源管理与开发的水平。 The private economy has become an important part of the national economy and plays an important role in promoting economic development, innovating science and technology and satisfying employment. However, the private-owned enterprises, especially the small and medium-sized private-owned enterprises, which are the mainstay of the private economy, lack the correct concept of employing people in human resources management and development. The organizational structure is not clear, the concept of qualified personnel is vague, the salary management and performance appraisal are not perfect, System and other issues, seriously affected the healthy development of private enterprises. These problems are caused by macroeconomic reasons, and more from the quality and awareness of private enterprises, especially entrepreneurs. Starting from the enterprise itself, we should focus on improving the quality of private entrepreneurs, perfecting the organizational structure, perfecting the three systems of performance appraisal, staff training and compensation management so as to improve the level of human resources management and development in private enterprises.
