1927年12月,民国大学院采纳艺术教育委员会建议通过了《创办国立艺术大学之提案》,大学院院长蔡元培倡议择址杭州西湖。1928年4月9日,中国第一所综合性的国立高等艺术学府——国立艺术院(中国美术学院前身)在西湖孤山南麓罗苑举行开学典礼,林风眠为首任院长,林文铮为首任教务长。1929年,该校改名国立杭州艺术专科学校,抗战爆发后,学校被迫流亡内迁。 December 1927, the Republic of China School of Arts Adoption Council recommended the adoption of “the establishment of the National Arts University proposal”, Dean Cai Yuanpei proposed campus of Hangzhou West Lake.
