在快速城镇化与地区发展激烈竞合的背景下,区域规划在中国蓬勃发展并呈现热点地区向中西部逐步推进的态势。伴随着科学发展观、城乡统筹发展、生态低碳规划等理念的深入发展,传统以竞争为导向的区域规划难以适应中国西部欠发达地区的发展需求。本文以大理滇西中心城市总体规划为例,阐释在弱中心、弱腹地的外部发展背景下西南地区如何进行中心城市的构建与空间规划,以期为新时期西南地区区域规划提供一些新的借鉴。 In the context of fierce competition between rapid urbanization and regional development, regional planning flourished in China and showed a trend of gradually pushing the hot spots to the central and western regions. With the scientific concept of development, the overall development of urban and rural areas, the concept of ecological low-carbon planning and other in-depth development of the traditional competition-oriented regional planning is difficult to adapt to the development of less developed areas in western China. This paper takes the master plan of Dali West Central City as an example to explain how to construct the central city and the spatial planning in the southwest under the background of weak center and weak hinterland in order to provide some new reference for the regional planning in the southwest of China in the new era.
