承包商充分利用市场化和社会化资源才能够满足企业的发展需求。在工程施工过程中采用“工程分包”方式承揽工程,这在当前水电建筑市场中是被普遍公认的事实。工程分包实现了施工企业从劳动密集型向技术型的转变,从施工型向管理型转的变成。这是国有企业发展的必然趋势,也是总承包企业发展的必由之路。只有在发包人能够正确面对水电建设市场,对工程分包不在强行限制,才能确立总承包责任制条件下工程分包工程,使工程分包合法化,使总承包人能够依法进行分包合同的管理,使水电建设各级管理和控制程序建立在法制的轨道上。 Contractors make full use of market-oriented and social resources to be able to meet the development needs of enterprises.
