鉴于我国国有林改革已成为生态文明建设重要的组成部分,文章以河北省P县国有林改革作为案例,从行政体制、森林培育与经营、森林管护、产业升级4个角度阐释P县国有林场历史变迁过程,并从基层改革实践中剖析国有林场的深层次问题及成因。文章认为:现有国有林场改革方案仍停留在“头痛医头、脚痛医脚”层面,不能从根本上解决或缓解深层次问题。国有林场改革需要大胆创新的顶层设计,战略和远期目标应当定位于:事业单位性质的国有林场应明确赋予森林管理规划和森林管护职责,彻底切断国有林和国有林场组织成员间的利益链条,建立林务官制度。只有真正实现国有林国家所有,才能从根本上化解国有林场面临的困境。
