一、当前产权市场发展中的动向值的关注党的十六大、特别是十六届三中全会提出“规范发展产权交易市场”以后，全国产权交易市场得到迅速发展，当前，全国产权交易市场出现了一系列新动向：一是政策层面利好消息不断。党中央和国务院以及国务院国资委、发改委等政府部门对产权交易市场予以肯定，出台了一系列相关政策，其中国务院国资委和财政部颁布了《企业国有产权转让管理暂行办法》，国家发改委在《关于贯彻落实党的十六届三中全会《决定》精神推进2004年经济体制改革的意见》中进一步提出：“继续发展资本和产权交易市场。规范发展产权交易，清理现有产权交易机构，抓紧制定相关法规，加强对产权交易行为的监管。”
