随着社会经济的发展,政府直接或间接承担的责任在种类上时有调整,在数量上不断增多,影响力日益提高。因此,如何改革政府的责任机制,进行有效责任管理,提高政府官员的责任心和履行责任的能力,成为各国政府改革关注的重点。就实际情况而言,要建立一个制度化、程序化的责任管理模式,仍存在着很大的难度。本文将在阐明责任管理基本内涵的基础上,通过对官员问责制的论述,分析国内责任问题现状,从其现行障碍、实践路径等方面进行阐述。
With the development of society and economy, the responsibilities that the government takes directly or indirectly are sometimes adjusted in terms of types, increasing in number and increasing in influence. Therefore, how to reform the government’s responsibility mechanism, to carry out effective responsibility management, to enhance the responsibility of government officials and to fulfill their responsibilities has become the focus of the government reforms in various countries. As far as the actual situation is concerned, it is still very difficult to establish a systematic and procedural responsibility management model. Based on the explanation of the basic connotation of responsibility management, this essay expounds the status quo of domestic responsibility problems through exposition of the accountability system of officials, expounds from the existing obstacles and practical paths.
