村民委员会、村党支部作为农村基层自治组织(以下简称村“两委”),直接面对广大农村基层群众,在一定范围内代替政府行使国家的管理职权。近年来,农村基层组织人员犯罪呈现高发态势,严重阻碍了社会主义新农村建设的健康发展。本文以2002年-2010年发生在密云县的村“两委”班子成员涉嫌犯罪案件为研究对象,分析发案原因及特点,探讨解决对策。 Villagers committees and village party branches, as rural grassroots self-governing organizations (hereinafter referred to as “village committees” and “committees of two committees”), are directly facing the broad masses of grassroots people in the countryside and exercising the state management authority in place of the government within a certain scope. In recent years, crimes committed by grassroots organizations in rural areas have shown a high incidence, seriously hampering the healthy development of building a new socialist countryside. This article takes the cases of suspected criminal cases of members of the “Two Committees” in Miyun County from 2002 to 2010 as the research object, analyzes the causes and characteristics of the attacks, and discusses the countermeasures.
