本文认为政府作为演化个体,同样具备遗传、模仿的演化行为。进一步,通过采用仿真模拟技术设立演化与未演化的对照试验组,并利用空间计量经济学和时间序列分析相结合的验证方法对演化动力存在性进行检验,结果发现,演化后的政府行为与现实政府行为存在高度一致性,换言之,在现实生活中存在时序上的政策遗传和地域上的政策模仿等演化动力,拓宽了影响政府公共财政支出的因素。本文认为演化行为是影响政府公共支出的重要影响因素。
This paper argues that as an evolving individual, the government also possesses the genetic and imitative evolutionary behaviors. Further, by using simulation technology to set up the evolution and undeveloped control group, and using the combination of econometrics and time series analysis to verify the existence of evolutionary power, the result shows that the evolution of government behavior and reality Government behaviors are highly consistent. In other words, in real life, there are such evolutionary motivations as sequential genetic inheritance and regional policy imitation, which broaden the factors that affect government public expenditure. This paper argues that evolutionary behavior is an important factor that affects government public expenditure.
