目的分析南昌市、县(区)两级疾病预防控制(疾控)系统人力资源现状,为合理分配人力资源服务。方法使用自行设计的调查表,由各疾控机构负责人力资源管理的科室填写相关信息,经汇总后用于数据分析。结果南昌市级及县(区)疾控机构在岗人员共计735人,人均疾病预防控制人员为1.4/万人,专业技术人员共计565人,占总体人员的76.9%;其中医学卫生类相关专业技术人员518人,占总体人员的70.5%。市级疾控机构专业技术人员比例高于县区级疾控机构(χ~2=17.4,P<0.01);市级疾控机构本科及以上人员占68.8%,县(区)级本科及以上人员占41.3%,学历在两类机构间差别有统计学意义(χ~2=155.4,P<0.01);市级疾控机构卫生类专业技术人员中的中高级职称人员(77.0%)较县区(51.8%)比例高,职称分布差别有统计学意义(χ~2=45.9,P<0.01)。结论南昌市辖区内的疾控机构人员尚显不足,县区级疾控机构人员学历、职称等方面有待提高,应建立健全人才引进、培养、职称晋升制度,深化政府职称改革,争取进一步提高疾控机构的人力资源素质。
Objective To analyze the status quo of human resources in the disease prevention and control (disease control) system in Nanchang and counties (districts) and to provide human resources services rationally. Methods Using self-designed questionnaires, departments responsible for human resources management of various disease control agencies fill in the relevant information and, after summarizing, are used for data analysis. Results Nanchang municipal and county (district) CDC has a total of 735 in-service staff, per capita disease prevention and control staff of 1.4 / million, a total of 565 professional and technical personnel, accounting for 76.9% of the total staff; of which medical and health related professional and technical 518 staff, accounting for 70.5% of the total staff. The proportion of professional and technical personnel in municipal disease control institutions was higher than that of county-level disease control institutions (χ ~ 2 = 17.4, P <0.01); 68.8% were undergraduates of municipal disease control institutions and above, (Χ ~ 2 = 155.4, P <0.01). The middle and senior professional titles (77.0%) of the municipal-level CDC health professional and technical personnel were significantly higher than those of the county District (51.8%) had a high proportion and the distribution of job titles was statistically significant (χ ~ 2 = 45.9, P <0.01). Conclusion There are still not enough personnel in CDC in Nanchang, and there is still a need to improve the qualifications and professional titles of CDC personnel in county level. We should establish and improve the system of promotion, promotion and professional title promotion of talents, deepen the reform of government titles and strive for further improvement of disease Control institutions of human resources quality.
