长期以来,由于历史、制度设计、现实政策等因素影响,我国城乡医疗资源配置呈现“二元分割”现象。政府和市场在资源优化配置上起着重要作用,但均存在失灵问题。社会组织作为社会建设的一支新兴力量,在参与城乡医疗资源配置上有其独特优势和功能。本文从城乡医疗资源配置失衡的现状及其原因分析入手,主要对社会组织参与城乡医疗资源配置的必要性及途径选择方面进行了探讨。
For a long time, due to the factors of history, system design and realistic policies, the distribution of medical resources in urban and rural areas of our country shows a phenomenon of “binary division”. The government and the market play an important role in the optimal allocation of resources, but they all have the problem of failure. As an emerging force in social construction, social organizations have their unique advantages and functions in participating in the allocation of medical resources in urban and rural areas. This paper starts with the analysis of the current situation and the causes of unbalanced distribution of medical resources in urban and rural areas, and mainly discusses the necessity and ways of social organizations participating in the allocation of medical resources in urban and rural areas.
