红河州对外开放具有良好的区域条件、政策优势、产业基础和发展平台,但与省内外其它发达地区相比仍有差距。为此,建议紧密结合红河实际,坚持内外统筹,以深化体制改革促进对外开放,不断完善我州对外开放体制机制。第一,构建新的政策体系。一是要认真研究中央、省委关于对外开放的重大决策部署,深入贯彻落实国家对外开放宏观调控政策,并在国家政策框架内,设计有利于我州对外开放战略的微观政 Honghe Prefecture has good regional conditions, policy advantages, industrial foundation and development platform for opening up to the outside world, but there is still a gap compared with other developed regions inside and outside the province.
