互联网的广泛普及,特别是移动互联网、云计算、大数据等新兴信息通信技术的创新应用,正在使社会各方重新审视信息资源潜在的巨大社会经济价值。在国际如火如荼的政府开放数据运动的推动下,我国要求开放公共信息资源的呼声越来越高。顺应社会的迫切要求,2013年国务院在印发的《关于促进信息消费扩大内需的若干意见》中提出了要“制定公共信息资源开放共享管理办法”、“鼓励引导公共信息资源的社会化开发利用”。北京、上海等地方也积极探索,建立统一集中的政府数据网站向社会开放共享公共信息资源。然而,整体而言我国公共信息资源开放共享尚处于起步阶段,面临着缺乏法律政策指导、开放定位不清、开放单位和内容范围不明、开放的推进机制亟待建立、开放的基础不扎实等问题,急需围绕这些困难和问题,加强整体性政策研究和制度设计,加快推动我国公共信息资源开放共享发展。
The widespread popularization of the Internet, especially the innovative application of emerging information and communication technologies such as mobile Internet, cloud computing and big data, is making all parties in society re-examine the enormous potential social and economic value of information resources. Driven by the government’s open data movement in full swing in the international arena, China’s demand for opening up public information resources is getting louder and louder. In response to the pressing social demands, the State Council issued in 2013 Several Opinions on Promoting the Consumption of Information to Expand Domestic Demand, which set forth the “Measures for the Administration of Opening and Sharing of Public Information Resources” and “encouraging the socialization of public information resources develop and use”. Beijing, Shanghai and other places have also actively explored and established a unified and centralized government data website to open up and share public information resources to the public. However, on the whole, the open sharing of public information resources in our country is still in its infancy. Faced with such problems as the lack of guidance of laws and policies, the unclear positioning of openness, the uncertain scope of open units and content, the urgent need to establish an open mechanism for promotion and opening up, It is imperative to focus on these difficulties and problems, strengthen the research on integrity policies and system design, and speed up the open and shared development of public information resources in our country.
