通过分析河南现阶段东亚飞蝗发生的新变化、新特点及其原因，提出搞好治蝗减灾工作，必须进─步强化治蝗工作的政府行为和社会行为，增加财政投入力度，加强蝗灾的监测预警体系和应急防治体系等基础设施建设，特别强调把蝗区分为3类，实施分级管理，综合治理战略。
By analyzing the new changes, new features and reasons of the migratory locust in East Asia at present stage, it is suggested that government work and social behavior of locust control should be stepped up step by step in order to improve locust mitigation. Financial input should be increased and locust infestation should be intensified Monitoring and early warning system and emergency prevention and control system and other infrastructure construction, with particular emphasis on the division of the locust into three categories, the implementation of hierarchical management, comprehensive management strategy.
