根据调度所安全管理的现状,分析在安全制度的制定和落实中存在的问题。指出在日常安全管理中以人为本的重要性,并从自控性班组建设、安全基础教育、安全关键环节的卡控和安全检查分析考核等方面充分考虑以人为本的管理理念,更好、更有效的制定、落实各项安全制度和安全卡控措施,提高制度和措施的可操作性和缜密性,优化调度安全管理方法,提高调度组织指挥者的素质,以达到和谐铁路、和谐调度建设的目标。
