在Shannon信息论的研究基础上,通过分析信息成本中的信息距离理论,研究了信息距离在不同信息变量状态转换间产生的影响,并从实际出发,以有限状态机(FSM)理论的事件集和状态集二维视角,描述了基于此二维集合的一系列状态之间的变迁情况,进而提出了基于有限状态机的信息距离测度模型及相关实例,为政府有效控制信息决策成本提供理论支撑与实践参考。
