河南省人力资源服务业主要以政府为主导,市场化水平不高,人力资源服务类公司主要集中分布在人口密度较高,经济比较发达的省会城市,企业规模较小,主要经营以劳务派遣、档案保存、信息登记等为主的初级业务,呈现出发育不良,发展不规范,发展滞后的状况。存在的问题主要表现为:类别发展不均衡,整体呈现发育不良,发展缓慢的态势;服务形式缺乏创新,缺乏技术含量,产品的专业化难以保证;开发中高级产品意识不足;企业规模较小,竞争力不足;产业链低端投资较多,开发中高级业务的资源相对较少,服务机构相对独立,沟通联系不足;缺乏行之有效的市场监管规范与标准,机构人员配备不健全;缺乏成熟的信息网络系统;存在一些违规操作行为。对于河南省人力资源服务业的未来发展,建议采取提升人力资源服务业专业化水平、打造人力资源服务业多元化体系、加强人力资源服务业知识化建设、保证人力资源服务业规范化经营、提高人力资源服务业规模化水平的对策。
