多年来,上海市政府针对张江的不同园区出台了相应的政策法规。但是随着张江国家自主创新示范区的发展建设,尚缺乏一部统一的规范性的法规,这是目前上海地方立法亟待重视的一个问题。本课题将结合《中共上海市委上海市人民政府关于加快建设具有全球影响力的科技创新中心的意见》,提出《张江国家自主创新示范区条例》的立法建议。立法建议的主要目标,就是要在张江国家自主创新示范区内通过法律保障,在促进科技成果转移转化、完善金融支持体 Over the years, the Shanghai municipal government has introduced corresponding policies and regulations for different parks in Zhangjiang. However, with the development and construction of Zhangjiang National Innovation Demonstration Zone, there is still a lack of a unified normative regulation, which is a problem to be paid attention to in Shanghai’s local legislation. This topic will combine “Opinions of Shanghai Municipal People’s Government of CPC on Accelerating the Construction of Science and Technology Innovation Center of Global Influence” and put forward the legislative proposal of “Regulations of Zhangjiang National Innovation Demonstration Zone”. The main objective of the legislative proposal is to pass legal guarantees in the Zhangjiang National Innovation Demonstration Zone and to promote the transfer and transformation of scientific and technological achievements and improve the financial support
