目前“市管县”体制暴露出一些问题:如管理幅度与管理层级之间存在着矛盾、“小马拉大车”的现象不宜乐观、城乡经济发展不平衡等。因此,“市管县”体制的改革仍是一个热点问题。本文指出在“市管县”体制改革上主要有三种观点:继续完善“市管县”体制;实行“省管县”体制;复合行政的思想,文中对我国“市管县”体制的改革做了简要的分析。 At present, the system of city administration exposes some problems: if there is a contradiction between the management scope and the management level, the phenomenon of “small horse drawn cart” should not be optimistic and the urban-rural economic development is unbalanced. Therefore, the reform of the “city management county” system is still a hot issue. This paper points out that there are mainly three kinds of views on the reform of the system of “county management by county”: the continuous improvement of the system of “city management by county”, the implementation of the system of “provincial management of county” and the concept of compound administration, Guanxian "system reform made a brief analysis.
