日前,工信部正式发布《海洋工程装备(平台类)行业规范条件》(以下简称《规范条件》)。业内分析人士指出,这意味着继造船业“白名单”之后,海工“白名单”也有望近期出台。此举对我国海工行业意义重大,不仅表明了国家进一步规范发展海工装备的前瞻和决心,也显示了中国海洋工程装备制造业产能过剩远比想像的要严重。推行“白名单”制度旨在加强海工行业管理,大力培育战略性新兴产业,加快结构调整,促进转型升级,引导海工企业持续健康发展。究竟操作和效果如何,业内充满了期待和议论。
Recently, the Ministry of Industry and Information officially released “marine engineering equipment (platform) industry standard conditions” (hereinafter referred to as “regulatory conditions”). Industry analysts pointed out that this means that following the “white list” of the shipbuilding industry, the “white list” of marine engineering is also expected to come out soon. The move is of great significance to China’s offshore industry. It not only shows the foresight and determination of the state to further regulate the development of offshore equipment, but also shows that the overcapacity of China’s offshore engineering equipment manufacturing industry is far more serious than imagined.
